A Rat Governor is guarding it , but that shouldn’t be much of a problem as long as you get in close before it can start shooting lightning at you. Cloud Step will make it easy to get close. The closest Shrine to the soak is the Village Entrance Shrine. You can drop off the bridge just ahead of the shrine and head into the cave on the right, then up the stairs on the left side of the cave and follow the path into the village to find the Governor and the container with the soak inside.
